Empirical cumulative distribution function of emission rates included in tests under survey and continuous monitoring protocols. Protocols were designed to target the ARPA-E MONITOR flowrate metric of 6 scfh with mean emission rate of 7.5 scfh in survey protocol and 5.2 scfh in continuous monitoring protocol. 94% of 299 direct measurements made at production facilities by Bell et al.
