Abstract
This article looks at how the major Mexican parties chose their gubernatorial candidates between 1997 and 2011. In contrast to arguments that parties adopt internal elections in order to achieve an electoral advantage by selecting ‘better’ candidates, this article finds that the decision to use an internal election to select candidates primarily reflected internal considerations. Specifically, parties were more likely to use primaries when they cost less, when parties themselves were more ideologically homogenous, and when competitive conditions in a state encouraged internal rivals to put pressure on party leaders to open up candidate selection. En este artículo se observa cómo eligieron los principales partidos mexicanos a sus candidatos a gobernar entre 1997 y 2011. Contrariamente a los argumentos según los cuales los partidos adoptan elecciones internas para lograr una ventaja electoral seleccionando a los ‘mejores’ candidatos, encontramos que la decisión de utilizar una elección de este tipo refleja principalmente consideraciones internas. Específicamente, es más probable que los partidos recurran a las elecciones primarias cuando éstas cuestan menos, cuando los partidos son ideológicamente más homogéneos y cuando las condiciones de competencia en un estado alientan a los rivales internos a presionar a los líderes de partido a abrir una selección de candidatos.

Abstract
This article examines the two drug gangs in Ciudad Juáárez that were significantly connected to local and state politics between 1928 and 1936. It sheds light on the border drug trade and the gangs themselves, shows how the gangs influenced local and state politics, and it illustrates how politics played an important role in shaping the gangs. In doing so, it clarifies the drug and political histories of Ciudad Juáárez and the state of Chihuahua during the 1920s and 1930s. Este artíículo examina las dos bandas de narcotrááfico en Ciudad Juáárez que estuvieron significativamente relacionadas con la políítica local y estatal entre 1928 y 1936. Da luz acerca del narcotrááfico fronterizo y las bandas mismas, muestra cóómo esas bandas influyeron en la políítica local y estatal, y seññala que la políítica desempeññóó un papel importante en la formacióón de las mismas. Al hacer esto, clarifica la historia de la políítica y del narcotrááfico de Ciudad Juáárez y del estado de Chihuahua durante las déécadas de 1920 y 1930.

Abstract
When Vicente Fox came to power in 2000, many believed that decentralization of the Mexican political system would be one of the top items on his agenda. This essay examines Fox's efforts to transfer power to other branches and levels of government during his first three years in office. The main finding is that the current administration has not been more successful at promoting decentralization than its PRI predecessor. Moreover, states and municipalities have not embraced decentralization because they are ambivalent about bearing the financial and political costs of subnational independence. Con la victoria de Vicente Fox en el 2000, muchos creíían que la descentralizacióón seríía unos de sus proyectos de mayor prioridad durante su gestióón. El presente ensayo analiza las iniciativas de Fox durante los primeros tres añños de su gestióón y demuestra que los recursos financieros tanto como el poder políítico siguen concentrados en las manos del gobierno federal. Fox no ha logrado descentralizar el sistema políítico, en parte, porque los estados y los municipios resisten el cambio.
