Abstract
In the state of Sonora, the 2009 Hermosillo ABC Day Care Center fire and the 2014 Cananea copper mine spill highlighted how deregulation and divestiture of state services by the Institutional Revolutionary Party (PRI) and the National Action Party (PAN) served the interests of a few elites, who maintained rule through mechanisms of impunity: in other words, through actions undertaken without concern about the law or repercussions. Although impunity produces a seemingly incoherent set of policy and politics, results from dozens of semi-structured interviews by our team also suggest that exercising power through impunity is part of the culture of governance in Mexico, relying on global ties, but not necessarily requiring any specific individual or party leadership. El incendio de la Guardería ABC de la Cd. de Hermosillo, Sonora en 2009, y el derrame de la mina de cobre de Cananea, Sonora en 2014, exhibió la falta de regulación estatal, así como la ineficiencia en materia de servicios públicos durante las administraciones de los partidos políticos del Partido Revolucionario Institucional (PRI) así como del Partido Acción Nacional (PAN), demostrando que finalmente están al servicio de los intereses de pequeñas élites que mantienen y gobiernan a través de mecanismos de impunidad. Aunque la impunidad sí produce un conjunto de programas y políticas incoherentes, los resultados de más de 100 entrevistas semi-estructuradas sugieren que, además, el ejercicio de poder mediante la impunidad es parte de una cultura de gobernanza en México, que requiere vínculos globales, pero no necesariamente requiere liderazgos específicos, ya sean individuales o de partido.

Abstract
This paper analyses the proposals of Mexico’s President, Enrique Peña Nieto, to foster accountability and transparency in his country. Of particular interest is the creation of Mexico’s Anti-Corruption Commission ( Comisión Nacional Anticorrupción ). After reviewing success factors of other Anti-Corruption Commissions (ACC), particularly the need to guarantee their independence, the paper evaluates the challenges facing the Commission and Peña Nieto’s anti-corruption strategy, from a legal (constitutional), institutional and political point of view. Reference is also made on the linkages between organised crime and corruption. The paper finds that the main challenges include a weak Judiciary, an under-developed legal system, and the lack of coordination between the country’s federal, state and municipal governments. The paper concludes with reflections in order to foster integrity and inform debate on anti-corruption in the country. Este artículo analiza las propuestas del presidente de México, Enrique Peña Nieto, para fomentar la responsabilidad y la transparencia en su país. De particular interés resulta la creación de la Comisión Nacional Anticorrupción de México. Tras revisar los factores de éxito de otras comisiones anticorrupción (CAC), particularmente la necesidad de garantizar su independencia, el artículo evalúa los desafíos que enfrenta la Comisión y la estrategia anticorrupción de Peña Nieto desde un punto de vista legal (constitucional), institucional y político. También se hace referencia a los vínculos entre el crimen organizado y la corrupción. El artículo encuentra que entre los desafíos principales se encuentra un poder judicial débil, un sistema legal mal desarrollado y la falta de coordinación entre los gobiernos federal, estatal y municipal del país. El artículo concluye con reflexiones destinadas a fomentar la integridad e informar el debate anticorrupción en el país.

Abstract
Can a political transition from a semi-authoritarian regime to a democratic system affect the way in which citizens evaluate the president? Using survey data that include more than 21,000 observations before and after the 2000 presidential election in Mexico, this study shows that the effects of perceptions of crime and corruption after the PRI era are stronger than those of the pre-democratic period. Since the transition, crime and corruption have become more salient, and Mexican citizens have begun to evaluate the president in terms of his determination to address these two problems. ¿Puede una transición democrática cambiar la forma en que los ciudadanos evalúan al presidente? Utilizando encuestas que incluyen en total más de 21,000 observaciones, este estudio muestra que los efectos de la percepción en torno al crimen y la corrupción sobre la aprobación presidencial después del PRI son más fuertes que aquéllos de la etapa pre-democrática. Con la transición, el crimen y la corrupción comienzan a ser más relevantes, y los mexicanos evalúan al presidente a partir de su determinación para resolver ambos problemas.

Abstract
This article examines the two drug gangs in Ciudad Juáárez that were significantly connected to local and state politics between 1928 and 1936. It sheds light on the border drug trade and the gangs themselves, shows how the gangs influenced local and state politics, and it illustrates how politics played an important role in shaping the gangs. In doing so, it clarifies the drug and political histories of Ciudad Juáárez and the state of Chihuahua during the 1920s and 1930s. Este artíículo examina las dos bandas de narcotrááfico en Ciudad Juáárez que estuvieron significativamente relacionadas con la políítica local y estatal entre 1928 y 1936. Da luz acerca del narcotrááfico fronterizo y las bandas mismas, muestra cóómo esas bandas influyeron en la políítica local y estatal, y seññala que la políítica desempeññóó un papel importante en la formacióón de las mismas. Al hacer esto, clarifica la historia de la políítica y del narcotrááfico de Ciudad Juáárez y del estado de Chihuahua durante las déécadas de 1920 y 1930.
