Mandatory Sentences and Presidential Mercy: The Role of Judges in Pardon Cases, 1790––1850
George Lardner, Jr. has been a reporter with the Washington Post since 1963. He was awarded a Pulitzer Prize in 1993 for stories about the murder of his daughter Kristin. He is currently writing a history of the President??'s pardon power.
Margaret Colgate Love, formerly U.S. Pardon Attorney (1990––1997), practices law in Washington, D.C. She is a reporter for the ABA Justice Kennedy Commission.
