Sherman W. Garnett is the dean of James Madison College at Michigan State University. He is a former associate of the Carnegie Endowment and the author, most recently, of Keystone in the Arch: Ukraine and the Emerging Security Environment of Eastern and Central Europe (Washington, D.C.: Carnegie Endowment, 1997).
