James Hooper is the executive director of the Balkan Action Council in Washington, D.C. A former Foreign Service officer, he served as deputy director for Eastern Europe responsible for the Balkans and Baltics between 1989 and 1991 and deputy chief of mission in Warsaw between 1994 and 1996.
