Ethan B. Kapstein is Stassen Professor of International Peace at the University of Minnesota. A former international banker and official at the Organization for Economic Cooperation and Development, he is the author of Governing the Global Economy: International Finance and the State (Cambridge: Harvard University Press, 1996).
