Peter Rutland is assistant director of the research and analysis department at the Open Media Research Institute in Prague. Currently on leave from his post as associate professor of government at Wesleyan University, he is the author of The Politics of Economic Stagnation in the Soviet Union (Cambridge: Cambridge University Press, 1993).
