Rachel M. McCleary traveled to Guatemala for the 1995 and 1996 elections as a member of the lnteramerican Institute for Human Rights, Center for Electoral Assessment and Promotion election observation team. She teaches in the department of government at Georgetown University and is the author of Dictating Democracy: The Coup of Jorge Serrano Ellas and the Formation of the Instancia Nacional de Consenso (forthcoming, 1996).
