Thomas G. Weiss is associate director of Brown University’s Thomas J. Watson Jr. Institute for International Studies and executive director of the Academic Council on the United Nations System. His latest publications include, with David Forsythe and Roger Coate, The United Nations and Changing World Politics (Boulder, Colo.: Westview, 1994); an edited volume on recent UN operations, The United Nations and Civil Wars (Boulder, Colo.: Lynne Rienner, 1995); and an overview with Larry Minear of recent international emergencies, Mercy Under Fire: War and the Global Humanitarian Community (Boulder, Colo.: Westview, 1995).
