Anthony P. Maingot, a professor of sociology at Florida International University in Miami, was an observer to the 1987 and 1990 presidential elections in Haiti. His most recent book is The United States and the Caribbean: Challenges of an Asymmetrical Relationship (Boulder, Colo.: Westview Press, 1994). He is the founding editor of Hemisphere, a magazine of Latin American and Caribbean studies.
