Peter Hakim is president of the Inter-American Dialogue in Washington. He writes a monthly column for the Christian Science Monitor and serves on a special advisory committee to the Latin American program of the World Bank.
Michael Shifter is program director for democratic governance at the Inter-American Dialogue, and an adjunct professor of Latin American studies at Georgetown University.
