David Shambaugh is senior lecturer in Chinese politics at the School of Oriental and African Studies, University of London, and editor of The China Quarterly. He has recently edited American Studies of Contemporary China (Armonk, N.Y.: M. E. Sharpe, 1993) and co-edited Chinese Foreign Policy: Theory and Practice (Oxford: Oxford University Press, 1994). He is currently writing a book about the Chinese military.
