James Chavin is a doctoral candidate in the department of political science at the University of California at Berkeley and is currently working as a Moscow-based field program officer for the National Democratic Institute for International Affairs (Washington, D.C.). He worked as the Central Asian field representative for the ndu from June 1992 to June 1993.
