Ellen L. Lutz directs the California office of Human Rights Watch and is responsible for its Americas Watch division's research on Mexico and the United States-Mexican border. In addition to writing several book-length reports for Americas Watch, she co-edited New Directions in Human Rights (Philadelphia: University of Pennsylvania Press, 1989) with Hurst Hannum and Kathryn Burke. The author would like to thank Americas Watch colleagues Juan Mendez, Lucy Conger, and Cliff Rohde, whose ideas and research have contributed greatly to her understanding of human rights conditions in Mexico.
