Jenonne Walker, a former State Department official with extensive experience in United States-European relations, wrote this article while a guest scholar at the Woodrow Wilson International Center for Scholars in Washington, D.C. She is working on the potential of European regional organizations to mitigate ethnic and other conflicts within states under a grant from the John D. and Catherine T. MacArthur Foundation. Her most recent publication is Fact and Fiction About a European Security Identity and United States Interests (Washington, D.C.: The Atlantic Council, April 1992).
