Anthony P. Maingot is a professor of sociology at Florida International University and editor of Hemisphere, a magazine of Latin American and Caribbean studies. His most recent book is Small Country Development and International Labor Flows: Experiences in the Caribbean (Boulder, Col.: Westview Press, 1991). He was an observer to the 1987 and 1990 presidential elections in Haiti.
