Susan Kaufman Purcell is vice president for Latin American affairs at the Americas Society. A former senior fellow and director of the Latin American project at the Council on Foreign Relations and member of the State Department’s policy planning staff, she is a coauthor, with Douglas Payne and Mark Falcoff, of Latin America: U.S. Policy after the Cold War (New York: Americas Society, 1991).
