Mildred A. Schwartz is a professor of sociology and political science at the University of Illinois at Chicago. Among her books are Politics and Territory (Montreal: McGill-Queens University Press, 1974) and The Environment for Policy-Making in Canada and the United States (Washington, D.C.: National Planning Associates, 1981). She recently contributed a chapter to Robert Lecker et ah, eds., Borderlands: Essays in Canadian-American Relations (Toronto: ECW, 1991).
