Michael F. Lofchie is a professor of political science at the University of California at Los Angeles. He is the coeditor, with Robert Bates, of Agricultural Development in Africa: Issues of Public Policy (New York: Praeger, 1980), and has written several articles on African agriculture. His most recent publication is “Africa’s Agrarian Malaise” in Africa: Twenty-Five Tears of Independence, edited by Gwendolen Carter and Patrick O’Meara (Bloomington: Indiana University Press, 1985).
