Edmond J. Keller is the chairman of the black studies department at the University of California, Santa Barbara. He has written on East African development policy and is the author of Education, Manpower and Development: The Importance of Educational Policy in Kenya (Nairobi: Kenya Literature Bureau, 1980) and Revolutionary Ethiopia (forthcoming).
