Arthur Cyr is vice president and program director of the Chicago Council on Foreign Relations, a position he assumed in 1981. He has taught at the University of California at Los Angeles, the University of Illinois, the University of Chicago, and Lake Forest College, and was formerly a program officer in the International Division and the Education and Research Division of the Ford Foundation in New York City. He is the author of British Foreign Policy and the Atlantic Area: The Techniques of Accommodation (New York: Holmes and Meier, 1979) and Liberal Party Politics in Britain (New Brunswick: Transaction Books, 1977).
