William L. Richter is a professor of political science at Kansas State University. He is a coauthor of Studies in Electoral Politics in the Indian States: Three Disadvantaged Sectors (Delhi: Manohar, 1975). His articles on contemporary Pakistani and Indian politics have appeared in the Journal of Asian Studies, Asian Survey and Pacific Affairs.
