John Kirton is codirector of the University of Toronto’s Centre for International Studies’ project on Canada-United States institutional relations. A specialist in Canada-United States relations and Canadian foreign policy decision-making, he has recently written “Foreign Policy Decisionmaking in the Trudeau Government: Promise and Performance,” International Journal, Spring, 1978, and “Environmental Constraints and the Formation of Canadian Foreign Policy from 1976 to 1978,” Etudes Internationales, June, 1979.
