The Changing American-Soviet Power Balance

C. G. Jacobsen holds the Chair of Strategic Studies at Acadia University and is Adjunct Professor of the Institute of Soviet and East European Studies, Carleton University. He is the author of a number of books, including Soviet Strategic Initiatives: Challenge and Response (New York: Praeger, 1979) and Sino-Soviet Relations Since Mao: The Chairman’s Legacy, a Praeger publication scheduled for early 1981. He has also authored numerous articles on the balance of power, and on Soviet and Chinese strategy and doctrine. Dr. Jacobsen formerly served on the faculty of Harvard University and Columbia University.
