C. G. Jacobsen is a Fellow of the Institute of Soviet and East European Studies at Carleton University, Ottawa. He is the author of Soviet Strategy-Soviet Foreign Policy, 2d rev. ed. (Glasgow: University Press, 1974) and Soviet Strategic Initiatives: Challenge and Response (New York: Praeger, 1979) as well as over 30 monographs and articles on Soviet foreign policy and arms control topics.
