Manuel B. Garcia-Alvarez is in charge of the Constitutional Law Department at the University of Oviedo. Spain. He is the author of Los Politicos en Europa [Political Clubs in Europe] (Madrid: Confederacion Espanola de Cajas de Ahorra, 1973). Also, he has published numerous articles on political institutions in northern Europe.
