Marshall I. Goldman, a contributing editor of Current History, is an Associate of the Russian Research Center at Harvard University. He is the author of American Soviet Trade (New York: Basic Books, 1975), The Spoils of Progress: Environmental Pollution in the Soviet Union (Cambridge, Mass.: M.I.T.
