Howard A. Scarrow is Professor of Political Science at the State University of New York at Stony Brook. He is the author of Comparative Political Analysis (New York: Harper and Row, 1968), and numerous other books and articles on comparative politics, political parties, and institutional arrangements. His most recent research has focused on British local government.
