Ralph Clough was a foreign service officer from 1941 to 1969, serving for 13 years in posts in mainland China, Hong Kong, and Taiwan. He has also been director of the office of Chinese affairs and a member of the policy planning council of the department of state. Since retirement from the Foreign Service, he has been engaged in research on East Asia at the Brookings Institution.
