Sar A. Levitan is Research Professor of Economics as well as Director of the Center for Manpower Policy Studies at The George Washington University, where he is engaged, under a Ford Foundation grant, in the evaluation of manpower and social welfare programs. He is the author of Programs in Aid of the Poor, rev. ed. (Baltimore: The Johns Hopkins University Press, upcoming), and has recently edited The Fderal Social Dollar in its Own Back Yard (Washington, D.C.: Bureau of National Affairs, 1973). He is also coauthor of Work and Welfare Go Together (Baltimore: The Johns Hopkins University Press, 1972).
