Collective or Personal Rule in the U.S.S.R.?
David T. Cattell is acting director of the International Securities Studies Project at U.C.L.A. A frequent visitor to East Europe and the Soviet Union, Mr. Cattell was an exchange professor at the University of Leningrad in 1962. His most recent book is Leningrad: A Case Study of Soviet Urban Government (New York: Praeger, 1968).
