Chu-yuan Cheng was formerly Senior Research Economist at the Center for Chinese Studies at The University of Michigan. His books include Economic Relations between Peking and Moscow (New York: Praeger, 1964), Communist China’s Economy: 1949–1962 (South Orange, N.J.: Seton Hall University Press, 1963), and The Machine-Building Industry in Communist China (Chicago: Aldine), published in August, 1971. This article is based on a longer study. The author is indebted to Lawrence University for a summer grant to finance the research.
