Thomas E. Dow, Jr., has just returned from Sierra Leone where he served as Resident Advisor in Sociology and Demography from 1968 to 1970. He is presently a Staff Associate with the Population Council in New York. The present article is his fourth contribution to Current History on the subject of population.
