Charles A. Joiner has been a consultant to the National Institute of Administration in Saigon and to the Lebanese Civil Service Commission and the Lebanese University in Beirut. Among his publications arc Public Administration in the Saigon Metropolitan Area (Washington, D. C.: U. S. Department of State, 1964), and numerous articles on administration and politics in Southeast Asia.
