Alvin Z. Rubinstein is chairman of the Graduate Program in International Relations at the University of Pennsylvania. He is the author of Communist Political Systems (Englewood Cliffs, N.J.: Prentice-Hall, 1966) and the editor of Foreign Policy of the Soviet Union (rev. ed.; New York: Random House, 1966).
