Ben B. Seligman is director of the Labor Relations and Research Center at the University of Massachusetts. He is the author of Main Currents in Modern Economics (New York: Free Press, 1962), Most Notorious Victory (New York: Free Press, 1966), and editor of Poverty as a Public Issue (New York: Free Press, 1965). His latest book is Permanent Poverty: An American Syndrome (Chicago: Quadrangle Books, 1968).
