The Civil War and Conscription

Elden E. Billings has worked at the Legislative Reference Service of the Library of Congress for 32 years. He has served on the Presidential Commission on Foreign Economic Policy and on the District of Columbia Civil War Centennial Commission. The former president of the D.C. Civil War Round Table, and of the Lincoln Group of D.C, Mr. Billings contributed for several years a monthly column, “Diaries and Letters of the Civil War” to the Civil War Times. Currently, and for many years, he has been Curator of the Columbia Historical Society.
