Ishwcr Chandra Ojha was born in India and was educated at Lucknow University and at the Fletcher School of Law and Diplomacy. He has taught at B.R. College in Agra and at Rajasthan College in Jaipur, and has served as a visiting lecturer at Holy Cross College. He spent the summer of 1967 researching in Hong Kong.
