Howard R. Swearer has written widely or the Soviet Communist party and on Soviet administration and domestic politics. In addition to numerous articles, he is the author of The Politics of Succession in the U.S.S.R (Boston: Little, Brown, 1964) and co-editor of Contemporary Communism: Theory ana Practice (Belmont, Calif.: Wadsworth, 1963).
