James E. Dougherty is an associate at the Foreign Policy Research Institute of the University of Pennsylvania. His address will soon change for, during the 1964–1965 academic year, he will serve as Professor of Political Affairs at the National War College in Washington, D. C. In the past he has participated in a number of conferences on peace strategy and weapons control. Books which Dr. Dougherty has co-authored include: Protracted Conflict (New York: Harper, 1959), Morality and Modern Warfare (New York: Helicon, 1960), Building the Atlantic World (New York: Harper and Row, 1963), and The Politics of the Atlantic Alliance (London and New York: Pall Mall and Frederick Praeger, 1964).
