Lionel Tiger, a graduate of McGill University and the London School of Economics and Political Science, traveled in West Africa in 1957. In 1960-1961, he spent a year in Ghana on a Canada Council Fellowship and Foreign Area Training Fellowship. There he studied bureaucracy and politics and traveled further into West and North Africa.
