*Dr. Mitchell, Associate Professor of Political Economy at Johns Hopkins University, is a member of the Commission on Unemployment Insurance appointed by the Governor of Maryland. He has written extensively on industrial and labor history and the history of economic thought and is a contributor to the Encyclopaedia Britannica, Palgrave’s Economic Dictionary and the Encyclopaedia of the Social Sciences.
