Harry V. Barnard Assistant Professor of Education at the Rutgers University Graduate School of Education. Dr. Barnard earned his doctorate at the University of Alabama and served as Clerk of the Subcommittee on Special Education of the U.S. House of Representatives before coming to Rutgers. Dr. Best received his baccalaureate at Duke and his master’s and doctor’s degrees at the University of North Carolina, where he taught prior to coming to Rutgers.
