Karl Loewenstein, a member of the Massachusetts Bar and the American Law Institute, has served the United States government in various capacities in this country', in Europe and in Latin America. His most recent works include: European Union, The Monarchy in the Modern State, and Political Power and the Governmental Process. In 1961 he published two books in German: A Theory of the State and American Constitutional Law and Practice. From 1956 to 1961, he was Visiting Lecturer on Comparative Public Law at the Yale Law School.
