Gerard J. Mangone is Director of the Maxwell Institute on American Overseas Operation, Syracuse University. He was Chief of the Information-Education Division of the U.S. Army Fifth Service Command. He has been a member of the faculty at Wesleyan and Swarthmore and a visiting professor at Trinity, Mt. Holyoke, Yale, and Princeton. He is the author of The Idea and Practice of World Government, A Short History of International Organization, and A Guide to U.S. Foreign Policy, and is co-author of The Art of Overseasmanship, European Political Systems, Assignment Overseas, and The Overseas Americans.
