Elliot R. Goodman served with the U.S. Army during World War II as research analyst in the Office of Military Government for Germany in Berlin. Many of his articles have appeared in The Journal of Politics, The Russian Review, International Organization, Western World, and Freedom and Union. He is the author of The Soviet Design for a World State.
