Harvey C. Mansfield, chairman of the political science department at Ohio State University from 1947 through 1959 and now a professor there, is co-author of Arms and the State, and Managing Editor of the American Political Science Review; he was on the resident civilian faculty of the National War College in 1953. He taught at Yale before the war and served on the staff of the President’s Committee on Administrative Management in 1936–1937. A wartime official in the Office of Price Administration, he became the agency’s official historian. Mr. Mansfield has since been a consultant to a number of temporary governmental agencies, and is board chairman of the Inter-University Case Program.
