Mr. Catlin is an Englishman with a distinguished record at Oxford University. He has been a lecturer on history at the University of Sheffield (England) and Professor of Politics at Cornell University. He has also been engaged in social research work both in England and America, and among the positions he now holds is that of adviser on foreign affairs to the British Labor party.
