A lawyer with degrees from the Universities of London and Cambridge, Arthur C. Liveranwas First Secretary of the Israeli Embassy in Washington, 1948-1951, and Deputy Director, International Organizations Division, Israeli Ministry for Foreign Affairs in Jerusalem, 1951-1953. He is a member of the United Nations Joint Staff Pensions Board and was a representative to the Conference on the Statute of the International Atomic Energy Agency, 1956.
